Jan Duran
President
Jan Duran serves as President of the SAFE Family Justice Centers Board of Directors and brings more than 25 years of leadership and community involvement to the organization. As Vice President of Sales with Corinthian Title Company, she provides title and escrow services while delivering ongoing education to the real-estate community throughout Southwest Riverside County.
Jan has been an active member of SAFE’s Executive Board since 2007, helping guide the organization’s growth and outreach. She also serves on the Governing Board of Southwest Healthcare Inland Valley Hospital and Rancho Springs Hospital. Deeply committed to advancing opportunities for women, Jan previously served as CEO and now sits on the Advisory Board of the Professional Women’s Roundtable, a nonprofit dedicated to mentoring and professional development.
A longtime Murrieta resident, Jan divides her time between homes in Murrieta and Lake Havasu. She and her husband have four grown children and five grandchildren. She enjoys traveling, reading, cooking, good wine, and time spent outdoors with family and friends.
“Raising awareness about domestic violence is the first step to solving the problem. We must work towards stopping the cycle of abuse so that victims do not grow up to perpetrate this learned behavior. Everybody deserves to live a life free of violence. Our homes should be a place where we feel comfortable and safe. As the SAFE FJC board president, I’m extremely proud of the work we do and the incredible staff and advocates that work tirelessly serving our clients. No one can change everything but together, we can make a difference in the lives of many.”

Anna Marie Mestas
Vice President
Anna Marie Mestas serves as Vice President of the SAFE Family Justice Centers Board of Directors and is a proud McDonald’s franchisee in Riverside County. With deep ties to the community, Anna Marie is passionate about giving back and creating opportunities for others.
For over 25 years, she and her restaurant teams have supported local law enforcement families, youth programs, and nonprofits through fundraisers, meal donations, and volunteer efforts.
Her compassion and dedication to helping others inspired her work with SAFE Family Justice Centers, where she continues to champion partnerships that bring hope, healing, and safety to families throughout Riverside County.
“It’s an honor to stand beside others who are committed to creating hope and safety for those who need it most. I serve because I believe everyone — especially children — deserves to feel safe. Giving back is a blessing, and through SAFE I can help bring that sense of safety and hope to families who need it most.”

Erik McLeod
Treasurer
Erik McLeod serves as Treasurer of the SAFE Family Justice Centers Board of Directors, bringing strong financial leadership and a passion for community service to the organization. He is Senior Vice President at Customers Bank, where he provides strategic financial solutions and builds relationships that help local businesses thrive.
Erik earned his bachelor’s degree in Finance from California State University San Marcos and has spent his career helping organizations and entrepreneurs achieve sustainable growth. His financial expertise and integrity make him an invaluable resource in supporting SAFE’s mission and fiscal stewardship.
In addition to his role as Treasurer, Erik proudly serves as Chair of the annual SWING for SAFE Charity Golf Classic, leading one of SAFE’s most successful fundraising events to support survivors and families throughout Riverside County.

Tiffany Scarborough
Secretary
Tiffany Scarborough serves as Secretary for the SAFE Family Justice Centers. She is an accomplished attorney with three decades of experience representing private, business, and nonprofit clients across California. She earned her bachelor’s degree from the University of California, Irvine, and her Juris Doctor from Santa Clara University School of Law. In college and in law school, Tiffany was involved in organizations supporting victims of domestic violence.
Tiffany began her career in 1995, first in criminal law and later as a civil litigator. She has successfully advocated for both plaintiffs and defendants in complex civil matters. Tiffany got valuable training and experience working in a larger firm setting before establishing Scarborough Law, a respected local firm offering comprehensive corporate, transactional, and litigation based legal services. Her diverse background allows her to provide clients with strategic, results-driven counsel that blends legal insight with practical business perspective.
In addition to her professional work, Tiffany is passionate about supporting community organizations that create pathways to safety, stability, and empowerment. As a member of the SAFE Family Justice Centers Board of Directors, she brings her legal expertise and compassion to advancing SAFE’s mission of helping survivors rebuild their lives.
“SAFE provides victims of domestic violence and human trafficking with the resources and support they need to escape situations no one should ever have to endure. Too often, survivors lack the means or the confidence to stand up for themselves or find a way out. What I love about SAFE is that we help them rediscover their strength, their worth, and the truth that love should never mean enduring physical, emotional, or sexual abuse.”

Dennis Vrooman
Board Member
Dennis Vrooman serves on the Board of Directors for SAFE Family Justice Centers, bringing more than 37 years of distinguished law enforcement experience to the organization. He began his career with the Downey Police Department before becoming one of the founding members of the Murrieta Police Department in 1992, where he rose to the rank of Captain. After retiring from Murrieta PD in 2019, Dennis joined the Riverside County Sheriff’s Office as Assistant Sheriff and later Undersheriff, serving until his retirement in 2022.
Dennis first became involved with SAFE in 2004 through the Murrieta Police Activities League and joined the Advisory Board the following year. He later helped guide the 2018 merger that created the unified SAFE Family Justice Centers and went on to serve as Board President from 2021 to 2024.
Deeply committed to supporting survivors and families, Dennis remains an active advocate for SAFE’s mission. He and his wife, Kim, have lived in Southwest Riverside County since 1992 and enjoy spending time with their three grown children and eight granddaughters and one grandson.

Maureen “Mo” Ritchart
Board Member
Maureen “Mo” Ritchart is a retired Systems Analyst with a professional background in the medical device industry. She holds a bachelor’s degree in Business Management and Computer Science and spent her career streamlining systems and improving efficiency for healthcare technology companies.
Now enjoying life as a devoted mother and grandmother, Mo channels her energy and expertise into community service and philanthropy. She has served on several nonprofit boards and has been a dedicated member of the SAFE Family Justice Centers Board of Directors for many years.
A passionate advocate for survivors and families, Mo has played an active role in development and fundraising, helping to expand SAFE’s reach and impact across Riverside County. She often says, “I love to help others and make their lives ‘Mo Better.’ That’s why I’m proud to serve with SAFE—it’s an organization that truly helps people turn their lives around for the better.”

CHIEF CHRIS KARRER
Board Member
Chief Chris Karrer began his public service career in 1994 with the United States Marine Corps before transitioning to law enforcement. He joined the Hemet Police Department in 2000 after graduating from the Golden West College Police Academy and, in 2001, lateraled to the Los Alamitos Police Department, where he served for 18 years in a variety of roles.
Throughout his distinguished career, Chief Karrer has served as a Patrol Officer, Field Training Officer, Detective, Traffic Collision Reconstructionist, Patrol Corporal, Patrol and Investigation Sergeant, Support Services Captain, and Operations Captain. In 2019, he joined the newly formed Menifee Police Department, where he currently oversees the Operations Division.
Chief Karrer is an active member of the Association of Riverside County Chiefs of Police and Sheriff (ARCCOPS), the California Police Chiefs Association, and the International Association of Chiefs of Police. He also serves on the Boards of the Riverside County Chapter of the Trauma Intervention Program (TIP) and the SAFE Family Justice Centers.

Brian Maher
Board Member
Brian Maher is a dedicated community advocate with an extensive background in nonprofit leadership and organizational development. He served as Chairman of the Board of Directors for Clackamas Women’s Services for seven years, helping empower women and children to break free from domestic and sexual violence. Brian also led the Clackamas Service Center for 17 years, where he directed programs aimed at reducing poverty and hunger throughout Clackamas and Multnomah counties.
In addition to his nonprofit work, Brian served nearly a decade as President of the Mansions at Summerlinn Condominiums, where he fostered a safe, connected, and collaborative community. His professional career includes more than 30 years with Blount International, Inc./Oregon Tool, where he served as Senior Global Product Manager and oversaw international forestry product lines and strategic growth initiatives.
Brian brings to SAFE Family Justice Centers a wealth of leadership experience, compassion, and a lifelong commitment to helping individuals and families build safer, stronger futures.

Brian Tully
Board Member
Chief Brian Tully serves on the SAFE Family Justice Centers Board of Directors and brings more than 25 years of dedicated public safety experience to the organization. He joined the Indio Police Department in 2018, serving as Assistant Chief of both the Field Services and Investigative Services Divisions before being appointed the 20th Chief of Police for the City of Indio in March 2024.
Throughout his career, Chief Tully has led key operational, investigative, and community outreach functions, overseeing patrol, special events such as the Coachella Music and Arts Festival and Stagecoach, and major investigative units including Professional Standards and Major Crimes. He also served as project manager for Indio’s new state-of-the-art Dispatch Center and Public Safety Services Building.
A graduate of the FBI National Academy, California POST Command College, and the West Point Leadership Program, Chief Tully holds a B.S. in Business Administration from Cal State San Bernardino and an MBA from Washington State University. He and his wife, Deb, live in Indio and enjoy community outreach throughout the Coachella Valley.

Captain Mark Rigali
Board Member
Captain Mark Rigali brings over 30 years of law enforcement experience to his role on the SAFE Family Justice Centers Board of Directors. He currently serves with the Riverside County Sheriff’s Office, overseeing the Southwest Station that includes the Temecula area.
A longtime resident of Temecula, Captain Rigali returns to the city in a leadership capacity with a deep connection to its community and its safety. In December 2024, he was announced as the incoming Police Chief for Temecula — transitioning to serve as both Chief of Police and Captain of the Sheriff’s Southwest Station.
Captain Rigali is a graduate of the FBI National Academy and has a strong record in both operational and administrative leadership within the Sheriff’s Office.
He is committed to strengthening collaboration with community partners, upholding public trust, and supporting SAFE’s mission to serve survivors of domestic and family violence.

Chief Matt Henry

Chief Matt Henry is the recently appointed Police Chief for the City of Murrieta, effective December 30, 2024. With over 25 years of law enforcement experience, he began his career with the San Diego Police Department in March 2000. He joined the Murrieta Police Department in November 2005 and has served in multiple roles including patrol, SWAT, internal affairs, and administrative leadership.
In his most recent tenure as a Captain, Chief Henry managed both operational and support divisions, overseeing staff, budgeting, community relations, and departmental strategy. He holds a bachelor’s degree in Criminal Justice Administration from San Diego State University and a master’s degree in Management from the University of Redlands. He has also completed advanced executive training through the California POST Executive Development Program and the PERF (Police Executive Research Forum) Executive Police Management School.
Chief Henry resides in Murrieta with his wife, Alyssa, and their four children. He is committed to fostering trust between law enforcement and the community, and is proud to bring his leadership and dedication to the SAFE Family Justice Centers board.
